Samantha Rouse

Samantha has a strong and varied background in regulatory compliance and anti-money laundering since 2007. With experience as both a consultant and an in-house Compliance Officer, MLRO and MLCO, Sam understands the needs of compliance teams and Boards of Directors, as well as the expectations of the regulator.

Sam’s specialty is in designing effective, holistic compliance frameworks from the ground up, to ensure firms understand their regulatory obligations and have the right tools to look after themselves. She is a former examiner for the International Compliance Association, helping to shape future compliance officers. Sam can also provide one-to-one mentoring for new Compliance Officers, Money Laundering Reporting Officers and Money Laundering Compliance Officers.

Jim Rouse

Jim has 20 years of experience building systems for everything from enterprise e-commerce, landmine clearance, CDD processing, airline operations, and more. Recently he has stepped into the compliance world, bringing his risk management, cyber-security and data protection knowledge to support Horsepool Consulting.

An experienced technical architect with an eye for detail and an instinctive understanding of the user-experience. He is passionate about providing comprehensive and proportional solutions to ensure companies meet or exceed their risk and security obligations while maintaining high productivity. Jim can work with your IT providers and give truly impartial advice on the most effective policies, procedures and controls to effectively manage your cyber and data risks.

Jacques Colley

Jacques has over 12 years’ experience in the finance industry predominately in governance, risk and compliance roles in the private equity sector; including alternative asset classes such as debt structuring, e-gaming and real estate. Prior to joining, he worked for a global private equity firm heading up the corporate secretarial function in Guernsey and held several directorships across various special purpose vehicles.

Jacques specialises in problem solving and developing practical governance and risk structures with a keen interest on using technology to achieve efficiencies and provide robustness. He has a keen eye for dealing with complex issues and a broad spectrum of experience, knowledge and interest in various topics which also include business development and processes, economic substance, beneficial ownership and investment processes. He is a Professional Member of the Institute of Directors, a Professional Member of the International Compliance Association and an Associate Member of The Chartered Governance Institute.

Jodie Mercier

Jodie has 12 years of experience in the finance industry with 10 years in Compliance and AML working predominately in Private Equity, as well as Trust. In her previous role as Compliance Manager she was responsible for completing Compliance Monitoring Programmes, writing Compliance Reports and presenting these to the Boards of a number of different clients.

Jodie has a strong eye for detail and excellent organisational skills ensuring that work is effectively completed to a high standard. She has good presentation skills and will be undertaking training sessions in her role at Horsepool Consulting Limited.

Emilie Ingrouille

Emilie has over 20 years experience in the finance industry, specialising in Private Equity, Company Secretarial and Corporate Governance. Prior to joining, she worked on a variety of private equity structures and corporate secretarial clients, and more recently held the role of Company Secretary of the Guernsey office of a globally recognised fund administrator for a period of 12 years. During that time she was responsible for the jurisdictional board, including the development of policies and procedures and board evaluation processes.

With sound knowledge and strong attention to detail, Emilie understands the importance of governance and is well positioned to assist the needs of our clients. Emilie will undertake the in-house role of Company Secretary for Horsepool Consulting Limited, as well as supporting our regulated clients with Board-level compliance guidance.

Amy Allen

Amy joins the team with nearly 18 years experience in the trust industry, having worked in large finance houses and smaller independent companies, and within both private client and public fund sectors. In her last role Amy was a Trust Manager within the Ultra High Net Worth team and was responsible for tailored specialist structures.

In 2008 Amy completed the Society and Trust Estate Practitioner Diploma, obtaining the highest mark for the paper in Company Law and Practice, and was named as one of ePrivateclient’s Channel Islands Top 35 under 35 in 2018 and 2019. Amy is currently studying towards the ICA International Diploma in Governance, Risk and Compliance.
